EU Backs AI-Driven Cocoa Cell Culture While Doubling Down on Traditional Cocoa Supply

For more than a decade, European cocoa policy has centred on strengthening conventional cocoa production. The parallel strategies now suggest Brussels is preparing for a future in which biotechnology complements – rather than replaces – traditional cocoa production.

From the European Union Deforestation Regulation (EUDR) to climate resilience programmes, farmer support initiatives and sustainable supply chain investments, Brussels has consistently backed the future of cocoa farming in producing countries.

Now it is investing in a second future as well.

The European Union has awarded €5.5 million under its Horizon Europe programme to COCO-AI, a four-year research project investigating whether artificial intelligence and plant cell culture can be used to produce high-value cocoa compounds in bioreactors rather than relying solely on harvested cocoa beans.

The project, which runs from May 2026 until April 2030, first attracted wider industry attention through an article in Green Queen. However, Horizon Europe and CORDIS documentation reveals ambitions that extend beyond the ‘lab-grown chocolate’ headlines that quickly followed.

Rather than attempting to manufacture cocoa beans in a laboratory, researchers will cultivate cocoa plant cells capable of producing flavour molecules and other valuable metabolites under tightly controlled conditions.

That distinction is important.
